Several EU member states are pushing for small businesses to receive an exemption from the new EU packaging rule for parcels sent abroad.

Definition for small businesses

According to information from the Deutsche Presse-Agentur, voices in the Council of the European Union are multiplying that are seeking a de minimis threshold for small firms under the planned packaging regulation. Specifically, the issue is that companies with fewer than 50 employees must have either an annual turnover of less than 10 million euros or a balance sheet total of less than 10 million euros in order to be exempted from certain obligations. The definition corresponds to the criteria for small businesses already used in the European Parliament.
