Critics point out that the requirements will only take effective hold if they are also monitored and sanctioned. The Chamber of Commerce warns of additional burdens on businesses, especially small and medium-sized enterprises. At the same time, it acknowledges that uniform rules in the single market can improve planning certainty.

The EU Commission stresses that the targets are in line with the European Green Deal. Less packaging waste and a higher recycling rate are intended to reduce greenhouse gas emissions and lower the consumption of primary raw materials.

The member states must now translate the waste prevention targets into national strategies and measures. These include, among other things, incentives for reuse systems, requirements for recyclable design, and possible levies on non-recyclable packaging. The concrete design is left to the individual countries.

Support comes from environmental organizations, which see the new rules as an important step to curb the growing flood of plastic. However, they demand that the EU closely monitor implementation in the member states and intervene consistently in the event of shortcomings.

National implementation and next steps

Industry representatives point to international competitive disadvantages, for example compared with Switzerland, which is not bound by EU rules. The Chamber of Commerce is therefore calling for accompanying measures to avoid disadvantaging the domestic economy. Sectors such as the consumer goods and food industries are particularly affected, as they account for a large share of packaging generated in the EU.

The next steps are the national implementation of the targets and reporting by the member states to the EU Commission. An initial review of progress is currently scheduled for 2028. Should countries miss their reduction targets, they face hefty penalties.

Observers see the new rules as a turning point in European waste policy. For the first time, quantitative targets for waste prevention are being made binding. This takes the EU beyond previous voluntary self-commitments by industry and retail and sets a legal framework that is intended to have a lasting effect.

Alexander Smuk of the Chamber of Commerce broadly welcomes the objective, but warns against excessive bureaucracy. It will be crucial, he says, that the rules are designed to be practical and come into force with sufficient lead time. It must also be ensured that packaging standards apply uniformly across Europe.

Overall, it is becoming clear that with the PPWR, the EU has created a comprehensive regulatory framework that links recycling and waste prevention. Whether the ambitious targets are achieved will depend significantly on national implementation and the willingness of business to invest in more sustainable packaging solutions.
