A group of EU member states is pressing to assemble a majority that would compel the European Commission to propose limiting trade with illegal Israeli settlements, setting up a clash with Ursula von der Leyen's executive, diplomats said.
The push is being driven by a coalition of capitals including Belgium, the Netherlands and Spain, four diplomats told reporters on condition of anonymity because the discussions are sensitive. Several other EU governments are also supporting the effort, but diplomats declined to identify all of them. The aim is to force the Commission, which has the sole right to propose EU trade measures, to put forward a concrete ban on trade linked to settlements in occupied territory that the EU considers illegal under international law.
