EU Warns Against 'Russian Trap' in Ukraine Peace Talks, Pushes for Strength-Based Negotiations

A key point of contention is the future structure of Ukraine's armed forces. Kallas stated that any limitation on Ukrainian military strength, similar to a previous 20-point plan presented by the United States, would only be acceptable if Russia reduces its own military capacity by an equal measure.

A Perceived Shift in Moscow

Austrian Foreign Minister Beate Meinl-Reisinger echoed a sense of cautious optimism, noting a perceived shift in Russia's position. She stated that a "Sinneswandel," or change of heart, is becoming increasingly palpable in Moscow.

The Austrian minister linked the strategic discussion directly to national and continental interests. "Deshalb ist es notwendig, heute darüber zu diskutieren, wie wir uns aufstellen," she said, highlighting the importance of European and Austrian security and energy supply independence.

Concrete Steps: A New Sanctions Package

Despite the diplomatic maneuvering, some figures are seen as non-starters for any mediation role. The 82-year-old former German Chancellor Gerhard Schröder, for instance, is considered unviable as an intermediary due to his widely perceived closeness to Kremlin leader Vladimir Putin.

On the policy front, the EU is moving forward with concrete pressure tactics. According to information from the German Press Agency (dpa), the European Commission and the European External Action Service began presenting a proposal for a 21st sanctions package to member state representatives in confidential talks on Thursday.

The new sanctions package is designed to further restrict the Kremlin's ability to finance its war effort and to close loopholes in existing measures. The confidential briefings signal a determination in Brussels to maintain economic pressure even as diplomatic chatter increases.

Kallas's overarching message was a call for strategic patience and unity. By avoiding a public bidding war for peace terms and instead focusing on bolstering Ukraine's position and maintaining sanctions, the EU aims to create the conditions for a negotiation that does not simply ratify Russian gains.
