European Union foreign policy chief Kaja Kallas warned member states on Thursday against public concessions in Ukraine peace negotiations, describing them as a 'trap' set by Russia.

Kallas delivered the stark warning during a confidential briefing to EU member state representatives, as the bloc's executive and diplomatic service began circulating a proposal for a 21st sanctions package against Moscow.
"It is a trap that Russia wants to lure us into," Kallas said, according to sources familiar with the discussions. She urged supporters of a swift negotiated settlement to refrain from further public debate on the terms.
The intervention comes amid growing European debate over the framework for potential talks. A previous 20-point plan presented by the United States had proposed limiting the size of Ukraine's armed forces.
Kallas dismissed any such unilateral restriction as unacceptable. She stated that a cap on Ukrainian troop numbers would only be conceivable if Russia reduced its own military strength by an equivalent measure.
"That is of course a maximalist approach," Kallas acknowledged, but she noted that Russia's own negotiating stance had so far consisted of "maximalist demands."
