The Federal Constitutional Court in Karlsruhe heard arguments on Tuesday regarding the constitutional complaints filed by ARD and ZDF, which are directed against the federal states' refusal to raise the broadcasting fee as recommended by the KEF.

Background: Dispute over the KEF recommendation

The public broadcasters ARD and ZDF filed constitutional complaints in Karlsruhe at the end of 2024, after the minister-presidents of the federal states decided in December 2024 to maintain the existing broadcasting fee of 18.36 euros per month. The case numbers are 1 BvR 2524/24 and 1 BvR 2525/24. The plaintiffs see their fundamental right to broadcasting freedom under Article 5 of the Basic Law as violated.
