Federal Transport Minister sees supply with building materials secured despite low water on the Rhine

The main association of the German construction industry (HDB), however, is already raising the alarm. Chief Executive Tim-Oliver Müller told the Redaktionsnetzwerk Deutschland: „Lieferengpässe für erste Baustoffe sind von den Lieferanten bereits angekündigt worden für den Fall, dass die Situation noch länger anhält, wovon derzeit auszugehen ist“. According to the industry's assessment, this points to a risk that goes beyond the logistical frictions already in place. Industry representatives are therefore calling for closer coordination between transport policy, waterway administration, and construction companies.

Balancing navigability and nature conservation

Which building materials could be specifically affected was not initially disclosed by the HDB. In the past, supply chains for gravel, sand, cement, and steel have repeatedly tightened during low-water periods because cargo ships could only be loaded to a limited extent. Prices typically rise in such phases, and construction projects are delayed. The association warns that these effects could intensify if the dry spell continues in the coming weeks.

Low water is of particular economic importance on the Rhine because the river is one of central Europe's key waterways. Every year, millions of tons of goods are transported on it between the seaports of Rotterdam and Antwerp and the industrial sites in the hinterland. If water levels drop over several weeks, shipping companies have to load their ships less deeply, which significantly reduces the transport volume per trip. The result is higher costs per ton and more trips to move the same quantity.

According to information from the Transport Ministry, the federal waterway and shipping administration is continuously reviewing which measures are needed at bottlenecks to keep the fairway open as far as possible. This includes dredging work as well as temporary depth restrictions for shipping. The specific locations on the Rhine currently affected were not initially named in detail. The Federal Transport Minister also pointed to the ongoing exchange with the federal states, particularly with North Rhine-Westphalia as one of the most important riparian states.

Environmental associations are following the debate from the opposite perspective. They reject any further expansion of the Rhine for large-scale shipping and instead advocate for a near-natural development of the rivers, in which renaturation, floodplain landscapes, and ecological diversity should take precedence. From their point of view, interventions in the river landscape exacerbate the consequences of climate change because they weaken the natural buffer functions of the floodplains. The debate over construction measures on the Rhine is thus also a conflict between economic logistics and ecological concerns.

The authorities continue to monitor water levels on a daily basis. Should levels remain at historic lows over the coming weeks, as feared by the construction industry, pressure on policymakers is likely to grow to consider short-term relief measures for the sector. According to industry insiders, conceivable measures include additional stockpiling, increased use of truck transports, and closer coordination of the awarding of public construction contracts to cushion delays. At the same time, Bilger emphasized that supply as a whole was stable and no acute bottlenecks were imminent.

According to observers, the medium-term challenge lies in making inland shipping climate-resilient. Among the options being discussed are adapted ship designs, better management of depth measurements, and a greater shift of transport to rail, insofar as capacity is available. Which of these paths will actually be pursued also depends on the results of the further monitoring of the current low-water situation.
