France stops Russian oil tanker "Tagor" in the Atlantic – fourth ship of the shadow fleet

President Emmanuel Macron announced the incident via the online service X and published a short video of the operation showing soldiers rappelling from a helicopter onto the ship. "It is unacceptable that ships circumvent international sanctions, violate maritime law, and finance Russia's war against Ukraine, which has been ongoing for more than four years," Macron wrote. The operation was carried out with the support of several partners, including Great Britain.

According to French authorities, the stopped ship is the fourth sanctioned tanker that France has intercepted. The "Tagor" had departed from the Russian Arctic port of Murmansk and was almost empty at the time of the inspection, according to French sources. The ship is subject to international sanctions. The French Navy is escorting the tanker to a berth on the northwest coast of France.

Shadow Fleet and Sanctions

The background to these operations is the so-called Russian shadow fleet, with the help of which Russia is responding to Western sanctions. According to French estimates, the fleet comprises between 800 and 1,000 mostly outdated ships sailing under foreign flags, which handle Russian oil exports despite the punitive measures. Russia is one of the world's largest oil producers and has continued to sell millions of barrels to buyers such as India and China since the start of the war against Ukraine.

Reaction from Moscow

According to information from the facts, the European Union has now imposed 19 packages of sanctions against Russia. The governments in Paris and London had previously announced their intention to intercept ships of the shadow fleet. In April, Russia sent a frigate to escort two sanctioned ships through the English Channel; the Kremlin stated at the time that Russia had the right to defend itself. A few days later, Estonia refrained from stopping tankers from the shadow fleet, as the government feared a military response from Moscow.

Bottlenecks in the Russian Market

The Kremlin reacted sharply to the operation. Kremlin spokesman Dmitry Peskov called the action "an illegal act bordering on international piracy" and announced that Russia would take measures to protect its cargo ships, without providing details. At the same time, Moscow is tightening its own energy policy: for the first time, an export ban on kerosene has been imposed until the end of November to stabilize the domestic fuel market. Previously, the Kremlin had already restricted the sale of gasoline and diesel abroad. Supply shortages, attributed in part to Ukrainian attacks on Russian refineries and infrastructure, are cited as the cause.

The situation in the energy markets thus remains tense, even after the seizure of the "Tagor." With the fourth seizure of a tanker, France continues its action against the shadow fleet and underscores its readiness to take action against sanctioned ships in international waters. At the same time, concerns are growing about further escalation between Western states and Russia, especially since Moscow has not ruled out military escorts for such ships, as it did in April.

Observers interpret the operation as a signal to Moscow that Paris is actively pushing for the enforcement of EU sanctions at sea. With the support of Great Britain and other partners, France aims to further curtail the financial basis of Russia's war of aggression against Ukraine. At the same time, the episode highlights the growing importance of maritime controls in the context of the war in Ukraine.
