Fuel Tax Cut in Germany: Relief Reaches Drivers, But Debate Over Costs Continues

Economist Manuel Frondel of the RWI – Leibniz Institute for Economic Research in Essen said new estimates suggest the cut is being passed through at practically 100 percent for diesel and around 80 percent for E10 petrol. Frondel cited a similar study conducted during the 2022 fuel tax rebate, where the pass-through rate held up in the first month but fell to roughly half by the third month: "Wir haben schon 2022 beim damaligen Tankrabatt eine Studie gemacht, wo wir im ersten Monat ähnliche Ergebnisse gefunden haben. Doch bis zum dritten Monat sank die Quote auf nur noch die Hälfte."

Costs and Industry Profits

Frondel added that oil companies face close scrutiny. "Weil nicht nur die Öffentlichkeit und die Medien ganz genau auf sie schauen, sondern per Auftrag der Bundesregierung auch das Bundeskartellamt," he said, noting that Germany's competition watchdog is monitoring fuel firms on behalf of the federal government.

The relief comes at a significant cost to taxpayers, estimated at around €1.6 billion. Greenpeace said the policy has delivered an additional €700 million to oil companies so far, on top of €2.4 billion in extra profits accumulated across March and April in the German petrol station market. The environmental group accused the federal government of 'headless tax policy' — "kopflose Steuerpolitik" — and said "Mit dem Tankrabatt würden Steuermilliarden zugunsten der Ölkonzerne mit der Gießkanne verteilt." The fuel industry continues to earn significantly more than before the start of the Ukraine war, according to the figures cited.

Consumer sentiment, however, suggests the cuts have done little to change how households experience energy costs. Ramona Pop, head of the Federation of German Consumer Organisations (vzbv), said a recent survey showed more than 80 percent of consumers feel very little relief from measures such as the Tankrabatt and the 12-o'clock rule. "Tatsächlich sagt eine sehr große Mehrheit, nämlich über 80 Prozent der Verbraucher und Verbraucherinnen, dass sie sehr wenig spüren von den Entlastungen wie dem Tankrabatt und der 12-Uhr-Regel," Pop said. A majority of those surveyed would support permanent relief, such as a reduction in the electricity tax.

Consumer Scepticism

Pop also urged policymakers to plan ahead for the end of the rebate. "Die Verbraucherschützer erwarten, dass die Politik sich schon jetzt Gedanken macht, wie es nach Ende des Tankrabatts weitergeht, da die Energiepreise anhaltend hoch bleiben dürften," she said. Transport companies, in particular, are bracing for what industry representatives call a boomerang effect once the cut expires.

Frank Huster of the Federal Association of Road Haulage, Logistics and Disposal (BGL) warned that many transport firms face a sharp reversal once fuel duties return to their previous level. He noted that road transport is already doubly burdened by Germany's CO2 price, applied both through the truck toll and on every litre of diesel purchased. "Hier müsse die Bundesregierung die Mehrfachbelastung aufheben und eines von beidem streichen," Huster said. Transport Minister Patrick Schnieder did not rule out extending the rebate but cautioned against raising expectations, according to the report.

What Comes After June?

DIW energy economist Claudia Kemfert offered a different perspective, welcoming an end to the measure. "Insgesamt kann man sagen, der Tankrabatt war ein teures Strohfeuer," she said. Kemfert argued that targeted relief for low-income households and investment in affordable, climate-friendly mobility would be more effective alternatives. She specifically called for expanding public transport and creating social leasing offers so that poorer households can also access electric vehicles.

The debate over what comes after June is now shaping up as a political fight over both the structure of energy taxation and the long-term direction of climate policy. With energy prices expected to remain elevated, the question of whether the Tankrabatt is extended, replaced with more targeted measures, or allowed to expire will be closely watched by consumer groups, hauliers and climate campaigners alike.
