Ukrainian President Volodymyr Zelenskyy has directly appealed to European Union leaders for full membership, rejecting an idea floated by German Chancellor Friedrich Merz to grant Ukraine only an associate status.

In the letter, which was obtained by the Deutsche Presse-Agentur, Zelenskyy wrote: "Es wäre ungerecht für die Ukraine, in der Europäischen Union präsent zu sein, aber ohne Stimme zu bleiben" (It would be unfair for Ukraine to be present in the European Union but remain without a voice). The Ukrainian president argued that his country, now more than four years into a war sparked by Russia’s full-scale invasion, must be treated as an equal partner in the European project.

Zelenskyy’s message came days after Merz suggested an ‘associate member’ status for Ukraine, a middle-ground option that would fall short of the full rights and obligations of EU membership. From Berlin’s perspective, a rapid full accession is not feasible, but the proposal was intended to start a debate, according to German government circles.
