The German federal government, the 16 states, municipal associations and the country's largest telecommunications companies signed a 36-page memorandum in Berlin on 8 June 2026 committing roughly 11 billion euros in 2026 alone to accelerate fiber-optic and mobile network expansion.
The memorandum, titled "Bestes Netz für Deutschland" (Best Network for Germany), was signed by 34 signatories, including Federal Digital Minister Karsten Wildberger (CDU), the 16 state digital ministers, the presidents of the Städtetag and Landkreistag, and the chief executives of Telekom, Vodafone, Telefónica, 1&1, Versatel, Deutsche Glasfaser and Ewe Tel. The association presidents of VATM, Buglas, Breko, Bitkom, Anga and VKU also signed the document.
