Berlin, August 7, 2026
Several industry associations and Deutsche Telekom signed a joint Fair Play agreement on Thursday aimed at accelerating the expansion of fiber-optic and fast internet connections in Germany.
What the agreement is about
The agreement was signed in Berlin by representatives of Deutsche Telekom, the German Broadband Communications Association (Breko), the German Association of Energy and Water Industries (BDEW), and the Association of Municipal Utilities (VKU). The goal is to make competition in network expansion fairer and to settle existing conflicts between established telecommunications corporations and municipal utilities.
According to the parties involved, the agreement is intended to reduce duplicate structures in fiber-optic expansion and to facilitate the use of existing empty conduits. Specifically, the partners commit, among other things, to working more closely together when expanding in new development areas and to avoiding overbuilding – that is, the parallel laying of competing lines.
