The German federal government wants to significantly expand the powers of the Federal Intelligence Service (BND) and the Federal Office for the Protection of the Constitution (Verfassungsschutz) and tie them to new threat categories.

According to information from government circles, a corresponding draft provides that the intelligence services will in the future be allowed to act more actively against foreign actors. This expressly includes disrupting adversarial infrastructure as well as the targeted dissemination of counter-narratives or false information in order to counter disinformation campaigns. This would give the services more offensive instruments beyond purely observational tasks.
