Greens Chair Demands National Heat Summit in Austria

The initiative comes at a time when several European countries are revising their heat protection plans. In Vienna, temperatures had repeatedly risen above 35 degrees in recent weeks, with care facilities and city emergency services reporting a significantly increased burden. Agriculture also struggled with crop failures and rising irrigation needs.

Reaction from the Federal Chancellery

Federal Chancellor Christian Stocker (ÖVP) responded cautiously but with a willingness to engage in dialogue. He pointed to a national heat protection plan that is already being implemented. He described a separate summit as not strictly necessary but did not rule out a top-level meeting with Environment Minister Leonore Gewessler and Agriculture Minister Norbert Totschnig.

The background to the initiative is a debate over responsibilities in disaster protection. While the federal government points to long-term climate policy, the states and municipalities see operational heat prevention as their responsibility. The opposition argues that this division leads to friction in acute emergencies, for example in the care of elderly people or the equipping of cooling rooms.

Concrete Demands from the Greens

Specifically, the Greens propose, among other things, making heat protection concepts in nursing homes and hospitals binding, expanding municipal cooling rooms, and securing drinking water supply throughout dry periods. Tax incentives for greening roofs and facades as well as for sustainable urban planning are also on the demands list.

Environment Minister Leonore Gewessler deemed the initiative worthy of support. She emphasized that heat protection is no longer just a summer issue but increasingly requires year-round prevention. Her ministry is currently preparing an interdepartmental working group that is to present initial results in autumn.

Voices from the States

Agriculture Minister Norbert Totschnig pointed to aid programs for affected farmers. He announced that experiences from the current heat summer would be incorporated into the national adaptation strategy. He did not yet provide details on scope and financing.

Reactions from the federal states were mixed. Vienna and Lower Austria signaled interest in a coordinated approach, while Upper Austria and Burgenland pointed to their own heat action plans. Carinthia and Styria emphasized that the financial framework conditions would need to be clarified before any scheduling.

Observers also view the initiative as a signal ahead of the autumn talks on climate targets. The Greens could use the issue both to show substantive profile and to put pressure on the government leadership. It remains open whether Stocker will actually invite to a formal summit or whether an interdepartmental working group will be convened instead.

Regardless of the outcome of the deliberations, it is considered likely that heat protection will gain political importance in Austria. Weather services expect that heatwaves like that of summer 2026 will occur more frequently and more intensely in the coming decades. The question of who finances which precautionary measures is thus likely to remain on the political agenda.
