Hate Crime in Austria: Worldview and Origin Remain the Most Common Motives

Among the specific offenses, violations of the Prohibition Act were most common, with 2,939 motives, representing the largest single category in the offense spectrum. These were followed by property damage with 1,021, bodily harm with 595, incitement with 545, and dangerous threats with 529 motives. This range illustrates that prejudice-motivated crime is not limited to verbal attacks but also takes physical and institutional forms.

Spectrum of Hate Crime Offenses

Alongside worldview and origin, religion with 696, sexual orientation with 330, skin color with 288, gender with 172, age with 107, disability with 104, and social status with 98 motives also played a role. The distribution shows that different societal groups are affected by hate crime, with ideological and ethnic motives clearly dominating. Approximately one-third of the suspects were younger than 21 years old.

Digital Crime Scenes Gain Significance

A significant portion of offenses shifted to the digital realm: 1,917 motives were registered on the internet, placing it for the first time ahead of public spaces, which recorded 1,497 motives. This shift underscores the growing importance of social media and online platforms as crime scenes for incitement and discrimination. Law enforcement authorities thus face the challenge of pursuing hate online as consistently as in the analog world.

In violence-related hate crime, men accounted for 62 percent of victims. A large proportion of recorded incidents were therefore directed against men, which points, among other things, to the frequency of politically or ideologically motivated attacks in public spaces. However, the data does not allow conclusions about specific individual cases but only reflects the overall picture provided by the statistics.

Offender Profiles and Investigation Successes

The offender profiles show a clear gender-specific pattern: 86 percent of suspects were men, and 72 percent of them held Austrian citizenship. Interior Minister Gerhard Karner sees the increased clearance rate, which rose from 67 percent in 2024 to 71 percent in 2025, as evidence of the effectiveness of investigative work. In a press release, he attributed this increase to "die konsequente Ermittlungstätigkeit der Sicherheitsbehörden."

The development is read by the ÖVP and the Ministry of the Interior as confirmation of the chosen course. Critics have long pointed out that the mere number of registered cases underestimates the actual extent of hate crime, as many affected individuals do not file reports out of shame or fear. The authorities, in turn, point to improved recording methods and a growing awareness among the population that contributes to more complete reporting.

Societal Debate on Prevention

The publication of the report comes during a phase of intense societal debate about how to handle political radicalization in Austria. While some call for stricter penalties and more consistent prosecution, others emphasize the importance of prevention and education. Which measures will actually be taken will become clear only in the upcoming political discussions.

What is certain is that the motives are widely spread and cannot be reduced to a single ideology or group. From worldview and ethnic origin to religion and sexual orientation, the spectrum of documented prejudices is broad. The statistics thus make clear that hate crime remains a societal phenomenon as a whole and is not confined to individual milieus.
