Holzleitner Announces Moderate Budget Increase for Universities and Insists on Fiscal Repair

Background: Dispute Over the Higher Education Strategy 2030

The background to the talks is the Universities Conference's protest against expected budget cuts in the 2028–2030 performance agreement period. Uniko had withdrawn from the process for the Higher Education Strategy 2030 because it feared savings during this period. With the meeting with Holzleitner, both sides are seeking dialogue again.

The University of Vienna is represented by Rector Sebastian Schütze, who appeared together with uniko Chair Brigitte Hütter and Vice President Markus Müller. This brings Austria's largest university as well as the interest representation of public universities together with the ministry at one table to discuss content and money.

However, the budget only becomes binding through the performance agreements concluded between the ministry and the individual universities. By law, the deadline ends on October 31 – by then, the ministry and universities must agree on the distribution of funds for the coming period.

October 31 Deadline: Performance Agreements Pending

Holzleitner made clear that she was relying on a mix of structural measures, relief, and a moderate increase for the university budget. This means that while funding is set to rise, the increase will remain limited within the framework of the federal government's austerity course. The minister did not name specific figures in the release.

Uniko had recently warned loudly of cuts and justified its withdrawal from the strategy process by saying that universities would suffer under the planned savings. With Thursday's meeting and Holzleitner's positioning, attempts are now being made to bring negotiations back on track.

Outlook: Government Retreat in Autumn

The next political milestone is the government retreat in the autumn, at which the federal government intends to set its budgetary guidelines. Hütter and Holzleitner signaled that the talks should feed into this retreat. An agreement on the performance agreements must then be in place by October 31.

Politically, the SPÖ minister is thus in a dual role: she must, on the one hand, defend the interests of the universities vis-à-vis the Ministry of Finance and, on the other, support the federal government's austerity course. The choice of the word "moderate" signals that Holzleitner cannot promise universities a large increase, but can at least signal a nominal rise.

The situation is precarious for the universities: high inflation, rising energy and personnel costs, and growing student numbers stand against a capped budget. A moderate increase would in real terms often amount to little more than an inflation adjustment, which is why uniko will continue to press for adequate financial resources.
