The Housing Bureau’s Independent Checking Unit failed to follow up on critical safety concerns before a deadly fire at Tai Po’s Wang Fuk Court killed 168 people and displaced nearly 5,000 residents, an investigation has revealed.

Safety Oversight Failures

Officials from the Independent Checking Unit (ICU), responsible for overseeing maintenance in government-built residential complexes, are set to testify before a judge-led panel about their role in the November 26, 2025, blaze. The unit allegedly neglected to monitor hazardous conditions, including the use of substandard scaffolding and flammable polyfoam boards during facade renovations.

Residents had previously raised complaints about the unsafe materials at Wang Fuk Court, but the ICU did not take corrective action. Investigators also found that ICU surveyors may have "tipped off" the project consultant before inspecting the fire retardancy of scaffolding nets, compromising the integrity of the checks.
