A higher top tax rate is particularly controversial. The Union warns of burdens for many businesses if the relief for small and medium incomes is to be financed through higher taxes for top earners and companies. Middelberg questioned whether this path made economic sense and pointed to possible negative effects on investment and employment.

Dispute Over the Top Tax Rate

For offsetting financing, Middelberg pointed to potential savings in the federal government's funding programs. „Viele der Förderprogramme, die der Bund betreibt, sind aber hinsichtlich ihrer Wirksamkeit durchaus zweifelhaft“, he said. „Denn bei der enormen Zahl an Förderprogrammen, die der Bund mittlerweile betreibt, gibt es noch viel Sparpotenzial.“ It would also be „leistbar“ to cut there without jeopardizing relief for small and medium incomes.

The CDU politician also pointed to the federal government's increased expenditure in recent years. „Noch vor sieben Jahren habe Bund gerade einmal 8,3 Milliarden Euro an Finanzhilfen ausgegeben“, Middelberg said. „Im laufenden Jahr seien 59,6 Milliarden Euro geplant.“ This increase was a clear indication of a sprawling subsidy policy that needed to be examined, he argued.

Funding Programs as Savings Potential

The income tax reform is regarded as the largest and most politically sensitive part of the extensive reform package that the coalition leadership wants to launch this week. Against the backdrop of economic weakness, the reform is intended, according to the coalition's wishes, to make a contribution to the recovery. For this, not only the design of the tax schedule is decisive, but also the question of how the reform will be financed.

On Wednesday, the coalition committee will meet at the Federal Chancellery to discuss the further course of action. There, the Union is likely to insist on its conditions, while the SPD will defend its ideas for a stronger burden on high incomes. The outcome of the negotiations is open, as both sides have drawn red lines.

Coalition Committee Faces Difficult Negotiations

The debate over the income tax reform is part of a broader dispute over the direction of the economic and financial policy of the black-red coalition. While the SPD is pushing for a greater contribution from high incomes and businesses to state finances, the Union is relying on relief across all income groups and warning against growing bureaucracy and rising taxes.

Middelberg made clear that the Union would support a reform that was growth-friendly and socially balanced. Should the reform, however, aim predominantly at redistribution at the expense of businesses and upper incomes, the Union would stand in the way. The dispute over the top tax rate and its financing thus remains the central point of conflict in the upcoming coalition negotiations.

Observers expect that the deliberations in the coalition committee will be only a first step. A final agreement on the income tax reform could drag on into late summer, as the financial implications would need to be carefully examined. Until then, it remains open whether the top tax rate will actually be raised or whether there will instead be a stronger focus on savings in the funding programs.

The fronts between the Union and the SPD in tax policy are thus hardened. With his plain words, Middelberg has once again sharpened the Union's position and formulated the expectation that every reform must measurably lead to more growth and tangible relief for small and medium incomes – otherwise the entire project threatens to fail.
