Other transport equipment supports the result

The data thus paint a mixed picture of the German economy at mid-year. While the short-term month-on-month comparison shows a small upward impulse, the year-on-year and three-month comparisons continue to signal a weak underlying trend in industry. Against this backdrop, economists view the 0.2 percent increase less as a trend reversal than as a stabilization at a low level.

The Federal Statistical Office calculates the index on the basis of calendar- and seasonally adjusted data and updates it monthly. The current June figures come from Destatis's standard release and were distributed on Thursday morning via the usual news channels, including Dow Jones Newswires. The data are provisional and are typically revised several times in the following months.

Cyclical picture remains subdued

For industrial policy, the marginal increase offers little cause for relief. The federal government has been watching developments with concern for months, as energy costs, international trade tensions and weakness in key export markets are weighing on production. The rise in other transport equipment – a sector with long order cycles and public-sector demand – does, however, suggest that public contracts and defense procurement remain a stabilizing factor.

Economists also note that in recent months new orders and production have diverged. While orders have partly risen, actual manufacturing has lagged potential, pointing to full order books but subdued deliveries. Should the order backlog be worked down over the rest of the year, this could be reflected in the production figures of the coming months.

International comparison and market reaction

Internationally, German industry is under pressure particularly from competitors in Asia. Industrial production in Japan, for instance – which Destatis uses as a benchmark – shows its own cyclical patterns; the Mexican central bank is likewise watching the global economy and adjusting its monetary policy accordingly. Both indicators – German industrial production and the Japanese sister data – are traded on the markets as sentiment indicators for the world economy.

The June data triggered only minor movement on financial markets on Thursday. Economists had on consensus expected an increase of a similar magnitude, so there was no major surprise. In the assessment of Jens-Oliver Niklasch of Deka Bank, the report shows no clear change of direction but rather confirms the picture observed for months of an industry moving sideways.

For the next releases, observers are looking to the July report, which is due in early September. If energy price developments remain stable and export orders from the euro area pick up, the weak prior-year trend could be made up. Otherwise, another year of declining industrial production threatens, which would also feed through into the labor market.
