Italy extradites another Nord Stream suspect to Germany

Suspicion against the diving group

The extradition decision from Italy apparently followed a legal assistance process from Poland, according to information from Warsaw. The district court there had previously refused extradition to Germany and classified a possible destruction of Russian infrastructure on behalf of Ukraine as a military act in a defensive war and not as a criminal act of sabotage. The German judiciary had not shared this assessment.

The Federal Prosecutor General's Office accuses the members of the diving group of having attached and detonated several explosive devices on the pipelines in September 2022. The explosions caused severe damage to a total of four tubes of the two pipelines, which had been built to transport natural gas between Russia and Germany. The incident triggered Europe-wide discussions at the time about the security of critical energy infrastructure.

Poland's special path on extradition

In spring 2026, German investigators had for the first time published concrete leads on a possible group of perpetrators. The research painted a picture of a small group of individuals who had apparently operated professionally prepared and with diving equipment on the pipelines' strands. Arrest warrants were subsequently issued against several already identified suspects.

With the now-approved extradition from Italy, the number of alleged members of the group in custody in Germany will continue to rise. Italy is thus following a German European Arrest Warrant. The Federal Prosecutor's Office announced that the transferred person would be brought before the responsible investigating judge at the Federal Court of Justice upon his arrival in Karlsruhe.

The attacks on Nord Stream had taken place in the context of the Russian war of aggression against Ukraine, as the pipelines were considered a central energy link between Russia and Western Europe. The exact chain of command has not been conclusively clarified to this day. Russia has denied any involvement, and the Ukrainian government has also denied any official participation.

Further arrests not ruled out

The Federal Prosecutor's Office emphasizes that the investigations are still ongoing and further arrests cannot be ruled out. The question of who ultimately ordered the act is also the subject of the ongoing proceedings. Observers expect that the proceedings at the Federal Court of Justice in Karlsruhe will take considerable time.

At the same time, the case illustrates the legal complexity of cross-border sabotage allegations. While the German judiciary assumes a serious attack on critical infrastructure, the Polish court chose a different legal classification and refused extradition on the grounds that the destruction of enemy infrastructure in a defensive war is to be assessed differently under international law.

The Federal Prosecutor General's Office described the extradition now carried out as an important step toward clarifying the acts. At the same time, parallel investigative strands are underway in several European countries, whose results are to be compared. Inquiries had also been directed to the authorities in Croatia and Denmark in the course of the case.

The German federal government had most recently described cooperation with the European partner states in the Nord Stream case as exemplary. Possible civil legal consequences are also being examined at the Hamburg General Prosecutor's Office, which is also involved in preliminary investigations. Germany and its allies view the incident as a targeted attack on the European energy supply.
