Kim Yo Jong sharply rejects Asean call for North Korea's nuclear disarmament

The Asean must beware of being "abused as a paid mouthpiece of the USA," she added. At the same time, she described the insistence on denuclearization of the Korean Peninsula as a "foolish pipedream": "It speaks of a failure of strategic thinking and logic, and of a stupid and foolish pipedream, to continue to cling to the 'denuclearization of the Korean Peninsula,' which has long lost its meaning conceptually and in practice."

With her statement, Kim Yo Jong is sharpening her tone toward the Southeast Asian bloc, which — unlike the USA or the EU — has not imposed formal sanctions on Pyongyang but has in recent years increasingly been pressed to comply with international non-proliferation rules. The regional forum at which the call was made reportedly took place with the participation of several Asean members; Vietnam and Brunei, among others, are named in the available reports as organizers or hosts of individual program items.

Implications for regional diplomacy

North Korea enshrined its status as a nuclear power in its constitution in 2023. As early as June of this year, Kim Yo Jong had declared that North Korea's status as a nuclear power was "absolutely not negotiable." With her current statement, she is reaffirming this line and directing it also at those Asian neighbors who seek to mediate between Washington and Pyongyang.

Observers assess the choice of words as deliberate. With characterizations such as "hostile" and the accusation of being a "mouthpiece" of Washington, the North Korean leadership is employing language that had previously been customary in statements toward the USA and South Korea but is now being extended to a regional forum of Southeast Asian states.

The dispute also highlights the tensions within Asian diplomacy: while the Asean states are economically closely intertwined with China — North Korea's most important ally — they have increasingly aligned themselves with the international consensus on security issues and pressed for compliance with non-proliferation rules. Pyongyang is responding with sharp rhetoric and accusations of political dependence.

Kim Yo Jong announced no concrete measures against the Asean bloc in the present statement — such as diplomatic consequences or a break-off of the already limited contacts. But she did make clear that Pyongyang will henceforth interpret future Asean appeals for denuclearization not as offers of mediation but as hostile interference.

In its statement addressed to Pyongyang, the regional forum had emphasized concern about regional stability and compliance with international arms control rules. With the current reaction, the response from North Korea is markedly harsher than in previous years, when Pyongyang tended to be more restrained toward the Asean in view of economic interests and the country's supply situation.
