Mecklenburg-Vorpommern is gradually moving away from Microsoft software in its administration and is instead building a state-wide platform based on open source, as announced by the Ministry of Finance and Digitalization.

Cooperation with Schleswig-Holstein

At the heart of the new strategy is the introduction of the open-source platform Nextcloud, which is developed in Germany. It enables secure file storage and sharing, team chats, and video conferencing and is set to be deployed across the entire state in the future — from the ministries to the municipal institutions.

In October 2025, Mecklenburg-Vorpommern signed a cooperation agreement with Schleswig-Holstein. Schleswig-Holstein is regarded nationwide as a pioneer in the switch to open-source software. The two states have since formed a technological alliance in northern Germany and are coordinating their infrastructures to increase IT security and to safeguard mutual emergency backup scenarios.
