According to the Union parliamentary group, the trigger for the large-scale personnel reshuffle is the resignation of CDU/CSU parliamentary group leader Jens Spahn. Merz used the resulting vacancy to fill several key positions at once. Appearing in the garden of the government headquarters, the Chancellor said: "Der Bundeskanzler wird die Personalentscheidungen bekanntgeben, wenn alle offenen Punkte geklärt sind."
