Microsoft plans fourth data center in Grevenbroich and strengthens NRW as an AI hub

Agnes Heftberger, head of Microsoft Germany, underscored the strategic importance of the region. "Nordrhein-Westfalen ist für Microsoft eine strategisch wichtige Cloud- und KI-Region", she said. With a view to Grevenbroich, she added: "Diese Erweiterung bedeutet zusätzliche Investitionen in die lokale Infrastruktur und in die Menschen, die dort leben und arbeiten." The company justifies the expansion with "einer sehr hohen Nachfrage".

Microsoft officially provided no figures on the investment volume for the new site. Industry circles say the costs for a data center of this scale are likely to reach at least a high three-digit million-euro amount, possibly even around one billion euros. This would push the total sum of Microsoft's previously announced investments in North Rhine-Westphalia beyond the already communicated 3.2 billion euros.

Investments in the Rhenish mining area

These 3.2 billion euros are allocated to three projects initiated in 2024 in the lignite region west of Cologne. Data centers are planned in Bergheim, Bedburg and Elsdorf and, according to Microsoft, are to be "nach neuestem Stand der Technik ausgerüstet sein und modernste Technologien bieten". At the time, the company had described the project as the largest single investment in Germany.

For Grevenbroich, Microsoft expects a similar job effect to that at the three other sites. This could create several hundred jobs in each case to operate the facilities, plus around 2,500 further jobs at companies that set up in the vicinity of the data centers. If the project proceeds as planned, the Grevenbroich data center could go into operation in the early 2030s.

Expected employment effects

The city of Grevenbroich reacted with cautious optimism. A spokesperson for the city administration stated that the settlement was a signal for structural change in the Rhenish mining area. "Ein Rechenzentrum dieser Größenordnung unterstreicht, dass Grevenbroich bereit ist, die digitale Transformation als moderner, zukunftsorientierter und verlässlicher Standort mitzugestalten", it said. The Social Democrat hoped that the investment would have effects beyond the site and draw new companies' attention to the city.

State policymakers see the project as confirmation of the course they have taken. "Projekte wie dieses zeigen, dass hier neue digitale Infrastruktur, neue Chancen und neue Wertschöpfung entstehen können", a spokesperson said. Microsoft, in turn, pointed to its close partnership with the Rhenish region and announced that it would continue the dialogue with local municipalities, energy suppliers and educational institutions.

Significance for AI infrastructure

With the fourth site, Microsoft is significantly expanding its presence in North Rhine-Westphalia's AI and cloud infrastructure. The data centers are to provide capacity for AI applications, among other things, and thereby serve companies and public administration in Europe. Observers see the move as part of a global race for computing power, in which the Rhineland region is set to play a central role.

It remains unclear how the additional electricity and heat loads will affect the local grid. Industry circles point to the need for high-capacity connections and to the question of whether the energy-transition roadmap in the mining area can keep pace with the speed of data center planning. Microsoft did not initially comment on these detailed questions.

Overall, it is becoming apparent that within a few years the Rhenish region could become one of the most important European hubs for cloud and AI infrastructure. Economic development officials see this as an opportunity to link the phase-out of lignite with the build-up of new digital value creation.

As one industry insider said, Grevenbroich had long been discussed as a data center location. With the now-announced fourth project, the critical mass had been reached to attract further international providers. Microsoft will now presumably work together with the city and the state to further flesh out the framework conditions for permitting, energy supply and skilled workers.
