While the total number of e-scooters rises, the rental fleets of many providers are shrinking precisely at the same time. Observers interpret this as a sign that municipalities are tightening regulation, providers are coming under economic pressure, or users are switching to their own devices.

Insurers' Demands

The GDV sees a safety risk in the combination of a growing stock, declining availability of rental vehicles, and rising accident numbers. It therefore calls for, among other things, more consistent enforcement of violations and better education about the rules for e-scooters in road traffic.

From the insurance industry's perspective, the situation is serious. Käfer-Rohrbach points out that many accidents could be avoided through simple measures such as wearing a helmet, observing speed limits, and avoiding sidewalks.

Outlook: Cities Seek New Rules

The discussion comes at a time when many cities are reorganizing their approach to e-scooters. Municipalities are examining special zones, parking rules, and nighttime bans, while the insurance industry is calling for a more uniform nationwide approach.

The GDV announced that it would continue to monitor the development and push for binding requirements in discussions with policymakers and municipalities. The goal is to preserve the advantages of small electric vehicles without endangering the safety of all road users.
