Nine Years After G20 Summit: Hamburg District Court Sentences Three Police Officers to Fines

The court held it as proven that the officers had beaten a then-20-year-old demonstrator—who had previously only been sitting on the monument's pedestal—with batons and fists. The man suffered contusions and hematomas. A video of the scene documenting the sequence played a central role in the proceedings.

Background: Attack at the Bismarck Monument

Despite this footage, the public prosecutor's office initially dropped the investigation. It was only after Hamburg's Chief Public Prosecutor Jörg Fröhlich intervened that charges were brought and the trial opened. Fröhlich had ordered the reopening after the original dismissal had drawn criticism. All other proceedings against police officers in connection with the G20 deployment were likewise discontinued, according to the available information.

During the trial, two of the three defendants admitted to the beatings and apologized to the victim, who accepted the apology. Each of these two officers additionally paid 500 euros in compensation for pain and suffering to the then-20-year-old. The court assessed the confession and remorse as particularly mitigating.

Sentences and Length of Proceedings

The conviction resulted in fines, as a court spokesperson announced on Wednesday. However, the presiding judge declared at the end of the hearing that the lengthy proceedings had been unconstitutional. Since the proceedings had lasted too long through no fault of theirs, the sentences are deemed already served. Thus, no money will actually be paid to the state treasury.

The presiding judge assessed the handshake and the expressed reconciliation between the convicted officers and the victim as the true success of the hearing: "Dass Sie sich hier die Hände gereicht haben". The reconciliation was received by all involved as a positive signal at the end of a protracted proceeding.

Statements of the Defendants

The defense of the police officers had justified the violent actions with a confusing situation and being overwhelmed after a 24-hour continuous deployment. One of the officers stated: "Der G20-Gipfel war der belastendste Einsatz meines Lebens." Another defendant said the deployment had shaped an entire generation of police officers.

In view of the scale of the riots at the time and the many further complaints about police violence against demonstrators, the trial remains an isolated case. The late conviction simultaneously throws a spotlight on the lengthy processing times and the difficulties of criminally addressing misconduct by police forces.

The outcome is therefore likely to have primarily symbolic significance: For the first time, a court found officers guilty of assaults on a G20 opponent, even though the sanction was effectively rendered moot by the delay in proceedings.
