What is known about the Salzburg connection

According to the cited ruling, Abdul B. was reportedly "nach islamischem Recht" (under Islamic law) temporarily married to a woman from Salzburg, according to German media reports. This connection reportedly existed from mid-2023 to summer 2024. The identity of the woman is not known.

A marriage concluded exclusively under Islamic law is not a state-recognized marriage in Austria. Under Austrian law, such a religious ceremony creates no family-law claims or obligations – neither with regard to personal status, maintenance, inheritance law, nor to social security claims. A religious wedding can supplement a civil marriage before a state authority, but cannot replace it.

Legal classification of an Islamic marriage

The Interior Ministry stated on Tuesday that there are currently "keine Hinweise auf konkrete Gefährdungen" (no indications of concrete threats) in Austria. The general threat level continues to be assessed as high; the terror alert level remains at four out of five.

According to authorities, the investigations to date have produced no indications that Austrian security authorities were ever involved with Abdul B. Whether the brief Salzburg connection will become relevant to the ongoing investigations in Germany or Austria remains open.

The suspect was 21 years old at the time of the attack. He was identified as the alleged perpetrator of an attack with a vehicle into a crowd. According to sources close to the investigation, the motive is presumed to be Islamist; the precise background is the subject of ongoing proceedings.

Assessment of the security authorities

The DSN emphasized that it is continuing to closely monitor developments. It is in contact with German partner authorities. For the assessment in Austria, however, the decisive question remains whether there are connections to the scene beyond the individual personal contact – this has not been the case so far.

Legally, it remains clear that Austrian marriage law recognizes exclusively the civil ceremony before a state authority. A religious ceremony without a civil-law marriage has no legal effect. This applies regardless of how seriously the parties take the religious bond.

Austrian security authorities announced that they will continue to follow the case closely and await the results of their own and German investigations before making a final assessment.
