The North Rhine-Westphalian state parliament on Thursday (16 July 2026) in Düsseldorf adopted two controversial measures: the introduction of ABC classes as well as the long-debated reform of the Kinderbildungsgesetz (Children's Education Act, Kibiz).

Two Decisions in One Day

Already in the morning, the parliament voted by majority in favor of introducing ABC classes. About half an hour later, the members of parliament voted by majority for the Kibiz reform, which is intended to reorganize childcare in North Rhine-Westphalia. It was a day of controversial decisions.

With the end of the plenary session on Thursday, the state parliament entered its summer recess. The next plenary session is scheduled for 16 September. The reform had previously been rejected by a broad alliance of professional associations and the opposition.
