An Iranian delegation negotiated with the Sultanate on Monday in the Omani capital Muscat over a joint «administration» of the Strait of Hormuz, while in parallel indirect talks between the USA and Iran are taking place in Doha.

At the center of the talks is Tehran's proposal that ships be required to pay a fee in the future for passage through the strait. According to diplomatic circles, by such administration Iran envisions a system under which ships must pay a fee to traverse the strait. A toll is not permissible in the strait under the 1982 UN Convention on the Law of the Sea.

Iran's Vision of a Controlled Strait

Oman, under Sultan Haitham bin Tariq, had previously ruled out establishing a toll system in the waterway jointly with Iran. Nevertheless, the negotiations continue. «Oman will try to drag out the talks in order to normalize shipping again,» says Ryan Bohl of the geopolitical advisory firm Rane in an interview. «Because a toll system along the lines Iran envisions would also run counter to Omani interests.»
