# Permission Granted for Riedl Pumped-Storage Plant: Verbund Can Build Bavaria's Largest Storage Project

The storage facility is, according to the utility, capable of absorbing surplus electricity every day from well over 100,000 average private photovoltaic systems and feeding it back into the grid when needed. Its capacity is sufficient to cover the daily needs of around 350,000 households. Given the rapid expansion of wind and solar power, this flexibility is urgently needed, Strugl emphasized.

Site and Context

The Riedl pumped-storage plant is part of the strategy to balance fluctuations from renewable sources. During periods of high solar power overproduction, the facility can absorb energy and release it again during periods of low demand. This is intended to strengthen grid stability in the region and ease the pressure on conventional reserve power plants.

Reactions and Open Questions

The project does not meet with approval alone from the Bund Naturschutz (BN, Friends of the Earth Bavaria). A BN spokesperson said on inquiry that they were having the order examined substantively and legally: „Sollte sich dabei zeigen, dass die Entscheidung angreifbar ist, kommen auch rechtliche Schritte in Betracht." It therefore remains to be seen whether and to what extent plaintiffs will act against the immediate enforceability. The decision itself had already been issued previously; the enforceability now declared means that Verbund is not necessarily required to wait for the conclusion of possible court proceedings before construction measures begin.

Market Data and Expectations

With a view to the European Union, the project gains additional weight: large-scale storage is considered key to advancing the integration of renewable energies across national borders. Industry observers therefore interpret the decision from Passau as a signal that Bavaria and Austria intend to expand their joint storage infrastructure. If the legal reviews by the BN do not produce a suspensive effect, the project could enter the realization phase in the coming years.

For the Passau region, the project means not only a technical upgrade but also a substantial investment volume of more than 400 million euros. The final timeline until commissioning now depends on the further course of any lawsuits as well as on the approvals for specific construction steps.
