A new popular initiative titled "Safeguarding Swiss Neutrality" seeks to anchor Swiss neutrality more firmly in the Constitution and to tie sanctions to UN resolutions.
The popular initiative "Safeguarding Swiss Neutrality" exists as a draft according to two concurring sources. Its central concern is a significantly stronger anchoring of neutrality in the Swiss Constitution. This would commit Switzerland more bindingly than before to the principle of non-intervention.
The initiative text also provides that Switzerland would not participate in economic or diplomatic sanctions unless a corresponding UN resolution exists. Until now, the Federal Council can autonomously decide on participation in sanctions regimes, often orienting itself toward resolutions of the UN, the EU, or individual states. With the initiative, the national government would have to examine in each case whether a UN mandate exists before taking measures.
