Pro Suisse Committee Launches Voting Campaign for Neutrality Initiative

Behind Pro Suisse stands a broad right-wing bourgeois coalition, including the SVP. Represented on the committee are, among others, Walter Wobmann and Christoph Blocher. Defense experts such as Jacques Pitteloud, the former Swiss NATO ambassador, are also backing the initiative. With this broad appearance, the camp around the initiative wants to advocate for it while simultaneously countering criticism from the left-green camp that the measure is unbalanced in substance.

The Committee and Its Leading Figures

At the center of the argumentation is the combination of a sanctions ban and circumvention protection. «Die Initiative verbietet die Übernahme der Sanktionen einer der kriegführenden Parteien gegen die andere und verpflichtet unser Land gleichzeitig, eigene Massnahmen zur Verhinderung der Umgehung zu ergreifen. Auf diese Weise würde die Schweiz ihren Verpflichtungen als neutraler Staat nachkommen und gleichzeitig vermeiden, von einer der kriegführenden Parteien instrumentalisiert zu werden», said Kevin Grangier, a member of the Pro Suisse committee, according to Keystone-SDA.

The initiators justify their proposal, among other things, with the geopolitical situation. They point to the war in Ukraine and the repeatedly raised question of whether Switzerland should adopt or join sanctions against Russia. In their reading, the constitution would be amended to make clear going forward that the automatic adoption of such sanctions contradicts the law of neutrality.

Justification of the Initiative

At the same time, the initiators see a gap in Switzerland's neutrality policy to date. Switzerland has been practicing cooperation with allied armies for around 30 years, according to the committee's argumentation paper. This cooperation must be brought into line with the principles of perpetual neutrality and neutrality under international law. In the view of the proponents, the initiative is meant to provide clear rules.

Critics from the economically liberal bourgeois camp and the bourgeois center parties argue that the initiative goes too far and restricts the Federal Council's ability to act. There are also reservations on the left-green spectrum. There, among other things, there is concern that enshrining a sanctions ban would weaken solidarity with attacked democracies. The opponents are organizing themselves in the "No" committee and are likewise preparing a campaign.

Opponents and Criticism

From Pro Suisse's perspective, the timing of the vote was chosen deliberately. With the start of the campaign more than seven weeks before the ballot, the proponents want to gain enough time to communicate their position in the media and at events. The voting campaign is thus likely to become one of the defining domestic political conflicts of the coming weeks.

The question of international networking also plays a central role in the debate. The committee argues that a clear constitutional anchoring of neutrality strengthens Switzerland's credibility as a mediator and protects the country from external pressure. Statements by Jacques Pitteloud, who represented Switzerland at NATO for many years, are meant to serve as additional foreign-policy credibility.

Consequences of a "Yes"

In the event of approval at the ballot box, the initiators expect far-reaching consequences for Swiss foreign and security policy. Switzerland would be neither permitted to adopt nor support sanctions that one party to a conflict has imposed on the other, according to the text of the initiative. At the same time, the federal government is to take its own measures to prevent the sanctions from being circumvented via Swiss territory.

Until voting Sunday, both camps will be making their case with posters, street actions, and media appearances. Pro Suisse announced that in the coming weeks it will bring prominent supporters from business, the military, and politics before the public. The "No" committee is working in parallel on a counter-campaign, the focal points of which have yet to be determined.
