Vienna has offered to serve as a platform for talks at a technical level, for instance on questions of humanitarian cooperation or the issuing of visas. However, no concrete results have been achieved so far.

According to information from the Greek Foreign Ministry, Athens is pursuing a similarly cautious approach. It wants to help the United States keep the dialogue with Tehran from breaking off entirely, but does not want to position itself as the main mediator. Greece traditionally sees itself as a bridge between the eastern Mediterranean region and the Middle East and brings to the explorations above all its experience with regional conflicts.

Overall, diplomats assess the initiative as a cautious but remarkable signal: given the hardened fronts between Washington and Tehran, the US government is deliberately seeking the detour via smaller European capitals in order to keep threads of conversation going at all.
