Russian President Vladimir Putin signed a decree late on 25 May 2026 offering debt relief worth up to 10 million rubles to citizens who enlist in the military for the war in Ukraine.

Under the terms of the decree, any person who signs a contract with the defense ministry after May 2026 will have outstanding debts—along with those of their spouse—canceled, according to a Kremlin announcement late yesterday.

The sum of ten million rubles is equivalent to roughly 120,800 euros, the price of a 35-square-meter one-room apartment in Moscow, according to data from the real estate database Cian.

Financial Carrot Amid Manpower Shortages

The debt forgiveness scheme is the latest financial incentive aimed at replenishing Russian military ranks as the costly war in Ukraine grinds on.
