In the Russian-occupied Ukrainian region of Luhansk, the distribution of gasoline and diesel to the population has been limited to a maximum of 20 liters per person, while Russia is also temporarily banning kerosene exports for the first time.
Background: Fuel supply in the occupied territories
The restrictions in Luhansk apply according to the state-run Russian news agency Tass, which cites the occupation authorities. Accordingly, residents of the city of Luhansk are allowed to refuel a maximum of 20 liters of AI-95 (roughly equivalent to European Super) and AI-92 (equivalent to Regular) as well as diesel per person. The measure is reportedly temporary.
As a reason for the rationing, the occupation authorities cited "current supplies and increased fuel demand in recent days." An official explanation of what triggered the increase in demand was not published. Observers interpret the shortages as a consequence of Ukrainian drone attacks on the Russian oil industry.
