Russia's Foreign Ministry summoned Japan's ambassador on Monday after Vladimir Putin used a visit to a Russian warship in the Pacific to accuse Tokyo of undermining relations by backing Ukraine and refusing to cede the disputed Kuril Islands.
The Russian Foreign Ministry said it had called in Akira Muto, Japan's ambassador to Moscow, to lodge a formal protest over what it described as hostile rhetoric from Japanese officials. The summons came three days after Putin spoke aboard the Russian warship Marshal Shaposhnikov, which was taking part in Pacific exercises, and accused Japan of breaking with a previously constructive relationship.
Speaking last week aboard a Russian warship taking part in Pacific exercises, Putin said Moscow had previously 'developed constructive relations with several Japanese leaders, including the tragically deceased former Prime Minister Shinzo Abe, who did much to bring Japan and Russia closer, to align our positions'.
