The Swiss Federal Audit Office (SFAO) considers the project for transforming army logistics to be war-capable fundamentally sound, but notes that beyond the funds already earmarked, there is as yet no clear financing in place.

At its core, the matter concerns a fundamental realignment of the army's logistics base (LBA), which the Department of Defence (VBS) has been driving forward together with the Federal Office for Defence Procurement (armasuisse) and the arms group Ruag since the summer of 2023. The trigger was the Russian attack on Ukraine, which confronted Switzerland with the question of how its own army must be positioned for a possible conflict. The decentralisation of logistics at five billion francs is one objective; war capability is the other central goal.
