Swiss voters on Sunday clearly rejected a popular initiative launched by the Pro Switzerland group for a stricter neutrality policy, thereby confirming the course set by the Federal Council.

Content of the initiative

The initiative sought to constitutionally bind Switzerland's neutrality more closely to the maxim of non-participation in alliances and provided, among other things, for a ban on conducting maneuvers with foreign armed forces. Even before the vote, the Federal Council and Parliament had rejected the proposal by a large majority. Following the vote as well, the Federal Council spoke out in favor of continuing to shape Swiss neutrality policy in a flexible and pragmatic manner.

The proposal was championed to a significant extent by Christoph Blocher, who had positioned the referendum as a milestone for the country's independence. On the proponents' side, the Pro Switzerland committee in particular campaigned for the proposal, having called for its adoption in recent months with posters and advertisements. Critics accused the committee of confusing freedom from alliances with a policy of obstruction.
