Transportation Security Agency investigates incident involving Marine One near passenger aircraft in Washington

Ronald Reagan Washington National Airport, commonly known by its IATA code DCA, is located directly across the Potomac in sight of the White House. Departing and arriving aircraft regularly cross the airspace over the US capital, making flight operations around government flights particularly sensitive.

Background: Airspace over Washington

Marine One is the official designation for any United States Marine Corps helicopter transporting the US President. Whenever the President is on board, the helicopter is designated Marine One; the aircraft is operated by the Presidential Helicopter Squadron and is subject to strict security protocols.

US aviation safety regulations require that manned aircraft – including military and government aircraft – maintain a minimum vertical separation of typically 1,000 feet from other manned aircraft unless explicit clearance is granted by air traffic control. The Federal Aviation Administration (FAA) is responsible for enforcing these rules.

Role of the FAA and air traffic control

The TSA stated that it contacted the FAA immediately after the incident. Details about the passenger aircraft involved, the airline, the flight number, the precise time, as well as the position and flight path of the helicopter were not provided in the initial public statement.

The agency also did not disclose the purpose of the Marine One flight or whether the President was on board. The White House initially did not comment on the incident.

Aviation safety experts emphasize that the visual flight regime over Washington is particularly tricky because helicopter routes, commercial departure routes, and restricted areas overlap there. A persistently high volume of traffic at DCA airport, one of the busiest airports in the US, also increases the potential for conflict.

The TSA announced that it would publicly announce the completion of the investigation and any consequences for the crews involved or flight planning. Until then, the existing separation and clearance requirements for all flights in Washington airspace remain unchanged.
