With a NATO summit set to open in Ankara on Tuesday, United States President Donald Trump has posted a mocking image aimed at Italian Prime Minister Giorgia Meloni, escalating a public dispute between the two leaders over defense spending, alliance politics and personal conduct.

The latest provocation came in a social media post in which Trump shared a photograph captioned in large capital letters: "RESTRAINING ORDER NEEDED" – in effect suggesting that Meloni required an injunction to keep her distance. The post, made ahead of the NATO leaders' meeting, added a new flashpoint to a relationship that had once appeared unusually cordial between Washington and Rome.

Trump's choice of wording, drawn from the language of court orders, was widely read as a pointed barb directed at the Italian premier. The accompanying image and its caption circulated rapidly online, drawing reactions across European capitals and reviving questions about the durability of Trump's ties with one of his closest erstwhile allies in the European Union.

The Italian government responded with notable restraint. Foreign Minister Antonio Tajani told the broadcaster Sky TG24: "Wir haben von Anfang an gesagt, dass wir auf Erklärungen dieser Art nicht reagieren werden." He added that cooperation between the United States and Italy rested on "eine so lange und solide Geschichte", and that it would not be called into question by "eine Diskussion in den sozialen Medien".

Rome chooses restraint over retaliation

In a separate statement, Italian officials stressed: "Wir sind überzeugt, dass die transatlantischen Beziehungen weit über einzelne Äußerungen hinausgehen." Trumps Äußerungen "kommentieren sich von selbst", the statement added, in a clear signal that Rome did not intend to escalate the row further in public.
