Trump signs $70 billion package for immigration control and deportations

The Democrats were ultimately unable to prevail with their demands. According to the law, the $70 billion will flow primarily to immigration agencies, border protection, and customs authorities. The money is to finance, among other things, the expansion of deportation detention capacity, the carrying out of deportations, and the operation of technical surveillance systems along the southern border.

Republican Resistance

Previously, there had been a months-long dispute that visibly split the Republican Party's internal factions. A portion of the caucus rejected in particular a planned compensation fund for convicted participants in the January 6, 2021 Capitol breach, which was part of the overall package. This fund was put on hold for the time being in order not to further deepen resistance within the party's own ranks.

For the Democrats, the law is domestically politically sensitive because ICE had come under increasing criticism in recent months. The background was deadly incidents in the context of protests against deportation raids, such as in the city of Minneapolis, where two US citizens were killed on the margins of demonstrations. Such incidents had further intensified the debate over how to deal with immigration authorities.

Practical Impact

Despite the narrow outcome in the House of Representatives, observers view the package as a clear victory for the Trump administration, which has now translated one of its central campaign promises — a significantly tougher immigration policy — into law. Critics, however, warn that the lack of conditions for ICE and border protection could considerably expand the authorities' latitude.

The US government justified the package by citing an alleged ongoing crisis on the southern border and a need for additional funds in order to carry out deportations more consistently. Officials stated that the planned expansion of deportation operations would not be feasible without the additional funds.

Opposition politicians announced that they would continue to emphasize the issue on the campaign trail. They pointed out that the funds are to be spent without independent oversight and that no parliamentary review committee is envisaged. Hearings could take place in the coming weeks, in which the awarding of the funds will be publicly discussed.

In the medium term, the package is likely to strain relations between Washington and several Latin American countries that had stepped up deportation agreements with the US in recent years. Diplomats in Central America noted that the expansion of deportations could exceed the capacity of the countries of origin. What is clear is that, with the loss of their negotiating position, the Democrats have forfeited one of their few levers on the immigration issue.

It remains unclear what concrete sums will be drawn down in the short term. The government recently stated that the funds would be disbursed in stages as soon as the responsible agencies submit concrete projects. Observers expect the first awards to begin as early as this summer, if no further legal or political obstacles arise.
