Ukraine: UN records highest civilian casualty figure in May 2026

Attacks with missiles and drones account for 45 percent of the casualties, mostly in cities far from the front such as Kyiv and Dnipro. The UN observers interpret this as a sign of a deliberate expansion of attacks on civilian infrastructure and residential areas.

Drones and missiles as the main cause

Near the front, short-range drones were the main cause of civilian casualties. Never before since the start of the war had so many people been killed (64) and injured (539) by them in a single month as in May.

Following mutual drone attacks, Ukraine reported injured in Sumy and Mykolayiv, while Russia reported two killed in the border region of Bryansk. The Ukrainian army attacked several targets in Crimea, aiming to disrupt Russian supply lines on the annexed peninsula.

The authorities in Russia also spoke of three killed following Ukrainian attacks. The exact number of casualties in the areas held by Russia remains unclear, however: due to a lack of access to the territories captured by Russia, not all casualties are recorded in UN statistics.

Diplomatic efforts and the military situation

Ukraine has been defending itself with Western help against a Russian war of aggression for more than four years. In view of the rising casualty figures, international observers once again called for better protection of the civilian population and reinforced air defenses.

In parallel with the fighting, the European Union opened accession negotiations with Ukraine and Moldova — a signal of political and economic rapprochement that was interpreted in Kyiv as a sign of long-term Western support.

Ukrainian authorities once again called on the population to leave occupied areas due to ongoing air strikes. The Ministry of Defense announced pay increases in order to strengthen the armed forces in the fourth phase of the war.

Impact on the civilian population

At the same time, Ukraine warned of the use of a Russian medium-range missile of the Oreshnik type. Vladimir Putin stated that more than 700,000 Russian soldiers were committed to the war — a scale that underscores the character of the conflict as a material- and personnel-intensive war of attrition.

European diplomats also met with the Russian Deputy Foreign Minister, according to reports, to discuss possible ways to defuse the situation. Concrete results of these talks were not initially known.

The now-documented record high in civilian casualties in a single month makes clear how much the war has escalated despite international mediation efforts and Western military aid. For the affected population in Kyiv, Dnipro, Sumy, and Mykolayiv, this means a concrete daily threat to life and limb.
