Rome, 25 October 2026
At the UN Biodiversity Summit in Rome on 25 October 2026, participants are grappling with gaps in funding for global biodiversity protection.
At the heart of the negotiations is the question of how states should provide their financial contributions for biodiversity protection. This also concerns whether funding should automatically be tied to national income, as proposals from industrialized countries envisage.
Such an approach has been criticized because it could endanger the principle of common but differentiated responsibilities. The Kunming-Montreal Global Biodiversity Framework stipulates that burdens should be distributed differently and that countries with greater financial capacity should make a larger contribution.
Criticism of the Income-Based Model
Article 20 of the Framework would also be affected. Its purpose is to prevent financial obligations from being avoided, rather than merely to specify a particular amount. According to the verified report, the proposed linkage could undermine this purpose.
