A senior US government official confirmed the majority of the wording on Friday prior to the signing. Previously, individual passages had already been circulated through media; now the paper is available in confirmed form.

What is new since the last report: Since the previous version of this coverage, what is new above all is that the text of the US-Iran framework agreement is now considered published. The classification as a framework agreement as well as the explicit use of the wording "Immediately and permanently" for central provisions are now more clearly documented. Lifting of the blockade and troop reduction

The US naval blockade directed against Iran is to be lifted "completely" within 30 days of the signing of the framework agreement. This is one of the economically far-reaching commitments in the paper, as it would immediately relieve Iranian foreign trade.

In addition, a planned reduction of US forces in the region is provided for in the document. The government initially provided no further details on the scope and timetable of this troop reduction; however, it is expressly listed as part of the framework agreement.

$300 billion for reconstruction

Both parties to the conflict also commit, according to the text, "to respect the sovereignty and territorial integrity of the other state and to refrain from any interference in the internal affairs of the other state." They further commit to "entering into negotiations with the aim of reaching the final agreement within a maximum of 60 days" – a comparatively short deadline for such a far-reaching undertaking.

The US also commits, according to the document, to "work out jointly with regional partners a binding, agreed plan with a volume of at least 300 billion US dollars for the reconstruction and economic development of the Islamic Republic of Iran." This amount corresponds to roughly double the annual state budget of a mid-sized European country and would be one of the largest reconstruction programs ever agreed between former parties to a conflict.

Strait of Hormuz and 60-day deadline

Merchant ships are also to be able to navigate the Strait of Hormuz safely and free of charge for 60 days. The strait between the Persian Gulf and the Gulf of Oman is one of the most important energy routes in the world; its unimpeded navigability has direct effects on global oil and gas prices.

As the Deutsche Presse-Agentur learned from the White House, the agreement aims at the "immediate and permanent end of military operations on all fronts, including in Lebanon." Should this be implemented, it would be the first time in a long while that guns fall silent simultaneously on all theatres of the conflict.

The negotiations had been pushed forward in recent weeks under the pressure of ongoing fighting. Observers assess the publication of the text as a signal that both sides no longer question the conclusion of the agreement. It remains open which regional partners are to participate concretely in the 300 billion reconstruction program.

With the signing this Friday, the framework agreement would enter into force. The final agreement is to be negotiated within 60 days according to the will of both sides. In this phase, still disputed points – such as the precise design of the troop reduction or the conditions for the resumption of full diplomatic relations – could be resolved or could become stumbling blocks.
