Vučić and Zelenskyy Discuss EU Accession and Bilateral Cooperation in Kyiv

Little concrete was made public about specific agreements. However, both sides emphasized the desire for closer economic and political cooperation. After talks with Ukrainian government representatives, Vučić appeared satisfied with the course of the exchange and pointed to existing traditional ties between the peoples of both countries.

Symbolic significance beyond the occasion

For Kyiv, the visit is a signal of international solidarity amid the ongoing Russian war of aggression. Since the start of the war, Ukraine has been seeking political support, including from countries that have so far positioned themselves as diplomatically neutral. A meeting with the Serbian president therefore carries symbolic significance beyond the bilateral format.

From Serbia's perspective, the president is engaged in a difficult balancing act: Belgrade maintains its relations with Moscow and has so far refused to fully align itself with the EU sanctions against Russia. At the same time, Vučić is visibly striving for progress in the European integration process, for economic and security policy reasons.

On the margins of the talks, according to the Ukrainian account, questions of regional security and economic cooperation were also addressed. Specific projects — for instance in the energy sector or infrastructure — were not, however, named publicly. Both presidents announced their intention to continue the dialogue in the coming months.

Background: Russia's attacks and the situation in the east

Russia has so far not officially responded directly to the meeting in Kyiv. Moscow had repeatedly criticized countries in recent months that travel to Kyiv despite existing contacts. The government in Belgrade has stressed that it wants to stick to a balanced foreign policy.

Regardless of the symbolism of the meeting, the structural differences between the two countries remain. Ukraine demands a clear stance toward Russia from its partners, while Serbia has so far avoided this. Observers therefore interpret the visit less as a political course change by Vučić than as a tactical signal to Brussels and Washington.

Outlook on EU enlargement

Parallel to the political summit, the Russian Ministry of Defense reported attacks on Ukrainian arms production facilities. According to Moscow's account, the targets included a facility of the weapons manufacturer Fire Point, which produces parts and warheads for the FP-5 Flamingo cruise missile, as well as a fuel depot in the east of the country supplying Ukrainian troops. Independent verification of these claims is pending.

Vučić's visit comes at a time when the EU is recalibrating its enlargement policy. Brussels has recently stressed that progress on the rule of law and democracy is a prerequisite for accession — points that are relevant for both Ukraine and Serbia.
