Water Levels on the Rhine: Authorities Expect Only Slight Rise by Monday

In recent weeks, falling gauges had already significantly hindered inland shipping on the Rhine. Shipping companies had to reduce cargo, operate vessels only at reduced draft in some cases, and avoid individual route sections entirely. Supply along the waterway — including coal, building materials, and container freight — was also delayed as a result.

Impact on Shipping and the Economy

Business representatives and port operators in Duisburg, Europe's largest inland port, have been monitoring the developments with concern for months. Low water levels drive up transport costs because freight has to be shifted to other modes of transport such as road and rail. The additional logistical costs ripple through the supply chains of the steel and chemical industries.

For the coming days, the Waterways and Shipping Office announced further regular measurements and situation reports. The responsible authority expressly pointed out that even a rise of a few centimeters could improve the maneuverability of cargo vessels but would not lift the current restrictions.

The background to the tense situation of recent weeks is an extended lack of precipitation in the Rhine's catchment area, which has caused the river to shrink noticeably laterally and in its upper reaches. During such phases, meteorologists speak of a so-called low-water event, which is intensified by a lack of rainfall in the low mountain ranges and Alpine region as well as by evaporation during the summer months.

Background: Causes of the Low Water

According to earlier reports, gauges in Cologne had at times reached their lowest level in more than 200 years this summer. Such historic lows are rare in the region and, according to records to date, occur only at intervals of several generations.

According to the authority, exactly how water levels will develop in the second half of August depends primarily on precipitation in the low mountain ranges. Without sustained rain, only a gradual, not abrupt, recovery can be expected, it said.

The Port of Duisburg most recently reported that handling figures were partly in the single-digit percentage range below plan due to the low-water situation. Operators hope that a rise of a few centimeters will at least make loading the vessels somewhat easier again.

The Waterways and Shipping Office continued to urge shipmasters and shipping companies to exercise increased caution. In narrow sections and during low water, there is reduced depth under the keel, and increased currents and shifting sandbanks must also be expected.

Outlook for the Coming Days

Observers see the development as a further sign of the impact of dry summers on the Rhine's water level. Comparable phases in 2018, 2015, and 2003 severely affected shipping and imposed restrictions lasting several weeks.

For now, it remains to be seen whether the additional centimeters forecast for Monday will actually materialize. The Waterways and Shipping Office announced that it will continuously reassess the situation and adjust the official fairway and loading depths if necessary.
