Ukrainian President Volodymyr Zelensky met with US President Donald Trump at the White House on Tuesday and, according to his own account, received a commitment for licenses to produce Patriot interceptor missiles; immediately afterward, Trump also received Israeli Prime Minister Benjamin Netanyahu — both meetings taking place before the memorial service for US Senator Lindsey Graham, who had died a few days earlier.

Zelensky described his meeting with Trump as "very good" in a subsequent conversation with Fox News host Sean Hannity. On the X platform, he wrote: "The president and I discussed licenses for the production of Patriot interceptor missiles and other things that can help". Trump had promised him that he would issue the licenses to Ukraine, Zelensky added: "He promised to give us the licenses". Hours before the television interview, Zelensky had still been more reserved on the Patriot issue. The White House initially did not respond to a dpa inquiry regarding the reported license commitment.
