By tying the North Korean missile use to the assessment that Russia sees a viable military path, Zelenskyy is reinforcing the argument that additional military aid, not negotiations under current conditions, is what Ukraine's partners should be providing.

Pressure on Beijing

Western governments have grown increasingly willing in recent months to publicly attribute battlefield weapons to specific suppliers, including Iran and North Korea, as part of a strategy of naming and shaming the governments providing materiel to Russia.
