The Austrian Ministry of Culture, led by Andreas Babler (SPÖ), will introduce a 5% music streaming levy on major providers like Spotify and Amazon starting January 1, 2027, targeting companies with annual domestic revenues over €2 million.
Government Aims for Competitive Neutrality
The proposed levy seeks to address what the Ministry of Culture describes as an imbalance between digital and traditional music business models. According to the ministry, streaming platforms generate "erhebliche Umsätze" (significant revenues) without their value creation being taxed comparably to traditional providers.
"Streaming giants, which benefit from the Austrian market, should also contribute to it," the ministry stated, citing France as an international model where similar levies are earmarked for strengthening the domestic music industry. The revenue will be used to "strengthen cultural diversity and enable investments in the Austrian music sector."
