The federal association of the Arbeiterwohlfahrt (AWO) has spoken out in favor of merging social benefits to more effectively combat poverty and create employment opportunities.

The Arbeiterwohlfahrt argues that pooling previously separate transfer payments could reduce bureaucratic hurdles and increase the effectiveness of assistance. „Es ist auch möglich, Armut gezielt zu bekämpfen und gleichzeitig neue Chancen auf dem Arbeitsmarkt zu schaffen", the association stated to justify its initiative.

The Proposal in Detail

At its core, the idea revolves around an "employment booster": an instrument that interlinks wage subsidies, further training, and tax relief in such a way that employment becomes more attractive even for low-wage earners. The AWO federal association sees this as a model that makes sanctions unnecessary while simultaneously creating incentives to work.
